I've seen these types of stickers on almost all makes. Newer cars still have them.

nothing new here really, Ford has these stickers under the hood as did Mopar. Other makes put it in the handbooks. Of COURSE they want to sell you parts. Once you find out who makes the parts you get OEM quality, from the OEM, for half the cost. Here's looking at you TRW

I guess I've only ever noticed it on old GM cars because there's one right on the air cleaner.

Other makes may have used these as others have said, but GM seemed to use them more than any other. They are usually on or near the air cleaner, since that's the first thing you'll see when doing a tune-up, and the decal has the appropriate AC air filter part number. They still have similar decals today, with the air filter part number, but without the "Keep your GM car all GM" and without the colourful AC-Delco logos. My '04 Sierra has this one:
I've seen the slogan'ed and AC-Delco branded ones on cars as new as the early '90s. I presume they were phased out as part of the restructuring of AC, Delco, AC-Delco, ACDelco, Delco-Remy, Delco Electronics, etc.

You see and hear similar in the aviation biz as well. The FAA has a well defined path for aftermarket parts and there are a good number of advisory docs on how to use them. When the OEMs get too pushy you can tell them to buzz off.
